Dock Street Waterfront District

This project seeks to connect residents and visitors at the waterfront with the city's historic core and it aligns with economic and community objectives in the DRI Strategic Investment Plan. The expected results from this project is a Highest and Best Use Study the City can use as the direction for future development, and the demolition of the MLD buildings to open up that land for future development.

The City will prepare materials to select and execute a contract with a consultant to create and manage both Request for Expression of Interest (RFEI) & Request for Proposal (RFP) processes for Dock Street site development including, but not limited to, identifying opportunities and strategies for site development, options for mitigating the Wastewater treatment facility, and demolishing the Municipal Lighting Department storage yards as part of site preparation.

Restore NY Grant:

In preparation of future development at Dock Street Waterfront, the City of Plattsburgh applied for the Restore NY Round 5 program on December 15, 2017. The Restore New York Communities Initiatives Grant provides a financial incentive for municipalities to pursue projects that include demolition, deconstruction, rehabilitation or reconstruction of vacant, abandoned, condemned and surplus properties. Grants can be used for site development needs including water, sewer and parking. 

Development at the Dock Street Waterfront is contingent upon the movement of the Municipal Lighting Department storage yard identified as the "Development Site" in the graphic above. 

Update: March 2018

On March 23rd the City issued an RFP for "Economic Development Consultant for the Dock Street Waterfront." The full RFP can be found at The deadline for responses is 4:00 p.m. (EST) on April 26th.

Update: May 2018

At the meeting of the Common Council on May 3rd, the Council approved the Economic Development Consultant contract for the Dock Street Waterfront project of the Downtown Revitalization Initiative (DRI) be awarded to Crane Associates, Inc.

Update: June 2018

The contract between the City and Crane Associates, Inc has been signed and a kick-off meeting was held. 

Update: July 2018

On July 3rd, the City of Plattsburgh released a Request for Expressions of Interest for "Public-Private Partnership for Waterfront Development". The deadline for the RFEI is August 3rd, at 4:00 p.m. (EST). 

The City also hosted a press conference down at the parking lot of the City Marina for the release of the RFEI on Saturday, July 7th.

At the meeting of the Common Council on July 26th, the Council approved an addendum to the contract between the City and Crane Associates, Inc. The addendum augments the scope of work and fees detailed in the original contract and authorizes Crane Associates, Inc. to complete a market feasibility study for the primary Dock Street development.

Update: August 2018

After receiving multiple expressions of interest for the "Public-Private Partnership for Waterfront Development", the City issued an RFP to the responding firms on August 23rd. The responses for the RFP will be due on September 24th at 4:00 p.m. (EST).

Update: September 2018

After further discussions with the interested respondents, the City has decided to extend the RFP response deadline to October 26th, at 4:00 p.m. (EST). 

An HVS Market Feasibility Study was completed for the project site.

Update: October 2018

Crane Associates, Inc. has completed the Highest and Best Use Study for the project site. This study will provide the framework in which the City can use to help review any RFP submittals as well as help guide the City in future development.
