PLEASE TAKE NOTICE that Generic Environmental Impact Statement (GEIS) Findings Statement has been completed pursuant to the State Environmental Quality Review Act (SEQRA) and accepted by the Plattsburgh City Planning Board, January 12, 2021, as an Involved Agency, for the proposed Downtown Area Improvement Projects.

NOTICE OF PUBLIC HEARING ON

PLATTSBURGH DOWNTOWN AREA IMPROVEMENTS PROJECTS

DRAFT GENERIC ENVIRONMENTAL IMPACT STATEMENT

PLEASE TAKE NOTICE that a Draft Generic Environmental Impact Statement (DGEIS) has been completed pursuant to the State Environmental Quality Review Act (SEQRA) and accepted by the Plattsburgh City Council, as SEQRA Lead Agency, for the proposed Downtown Area Improvement Projects described below.  The Plattsburgh Common Council will hold a Public Hearing on the DGEIS pursuant to SEQRA on Monday, December 9, 2019, beginning at 5:00 p.m. in the Common Council Chambers of Plattsburgh City Hall, 41 City Hall Place, Plattsburgh, New York 12901.

Written comments on the DGEIS will be accepted until 2:00 p.m. on Monday, December 23, 2019 and must be submitted in writing to the following address:

The proposed Downtown Area Improvement Projects include: (a) Durkee Lot Mixed-Use Development (a multi-story mixed-use development replacing the existing 289-space Durkee Street Municipal Parking Lot located at 22 Durkee Street and rehabilitation of the existing Plattsburgh Farmers’ and Crafters’ Market building for use as commercial space and a publicly-accessible civic space in an open-air pavilion); (b) Saranac Riverwalk (construction of a Riverwalk along the Saranac River to replace the existing pedestrian walkway); (c) Durkee Street Reconfiguration and Streetscape Improvements (reconfiguration of Durkee Street to one-way traffic with streetscape improvements and 43 additional public parking spaces; (d) Westelcom Park Improvements (redesign of the existing Westelcom Park to include a multi-tiered park with sculpture areas, water feature, plaza, bicycle infrastructure and pedestrian walking areas; (e) Bridge Street Parking Improvements (streetscape improvements and six new on-street parking spaces; (f) Arnie Pavone Memorial Parking Plaza (109-space municipal public parking lot at the site of the former Glens Falls National Bank building and associated parking area including the abandonment of Division Street and incorporation of that street’s footprint; (g) Broad Street Municipal Parking Lot (minor expansion and restriping of the existing 59-space lot to accommodate 22 additional parking spaces); (h) Plattsburgh Farmers’ and Crafters’ Market (PFCM) Relocation and Expansion (relocation of the PFCM from its current location to former Building 4 of the Plattsburgh Municipal Lighting District buildings at 26 Green Street within the City’s Harborside Area.

The DGEIS describes the proposed Projects and discusses, among other things, existing conditions, potential environmental impacts, mitigation measures, and possible alternatives.

Draft Generic Environmental Impact Statement Appendices

NOTICE: DRI Generic Environmental Impact Study - FINAL SCOPE

The City of Plattsburgh revitalization efforts will result in several downtown area improvement projects, some of which have already been specifically proposed and some of which are in the conceptual stage. The Common Council recognized that the projects may result in one or more significant impacts on the environment and wishes to review the potential impacts of the projects together rather than separately, including consideration of potential cumulative impacts. 

Thus the Common Council determined to conduct a Generic Environmental Impact Statement (GEIS) to guarantee the highest level of scrutiny of the potential adverse environmental impacts of the various projects.

The Chazen Companies has prepared a Final Scoping Document to focus the contents of the GEIS on potentially significant impacts rather than impacts that are likely to be irrelevant or not significant. The Common Council voted to approve the Final Scope at their September 5th meeting.

NOTICE OF PUBLIC SCOPING SESSION ON DRAFT SCOPING DOCUMENT

FOR THE CITY OF PLATTSBURGH DOWNTOWN REVITALIZATION PROJECTS

GENERIC ENVIRONMENTAL IMPACT STATEMENT

A Draft Scoping Document for the City of Plattsburgh Downtown Revitalization Projects Generic Environmental Impact Statement to be prepared pursuant to the State Environmental Quality Review Act (SEQRA) has been completed and accepted for review by the City of Plattsburgh Common Council.

The Projects may include but not be limited to the Durkee Lot mixed use development; Saranac Riverwalk; Durkee Street reconfiguration and parking improvements; Bridge Street parking improvements; demolition of the former Glens Falls National Bank branch on Margaret Street and construction of the Arnie Pavone Memorial Parking Plaza with the associated abandonment of Division Street; streetscape improvements at various downtown locations; Westelcom Park improvements and art-walk; expansion and reconfiguration of the Broad Street municipal parking lot; additional parking improvements in various downtown locations; installation of paid parking kiosks throughout the downtown area; relocation of the Plattsburgh Farmers’ and Crafters’ Market from the Durkee lot to the Harborside area; Harborside improvements and possibly others.

The Common Council will conduct comprehensive review of the Projects through preparation of a Generic Environmental Impact Statement (GEIS) pursuant to SEQRA. The Chazen Companies has prepared a Draft Scoping Document to focus the contents of the GEIS on potentially significant impacts.

The Common Council will provide both a period of time for the public to review and provide written comments on the Draft Scoping Document and an opportunity for public input at a public scoping meeting. A public Scoping Session on the Draft Scoping Document will be held on Thursday, August 22, 2019 at 4:00 p.m. in the Common Council Chambers of Plattsburgh City Hall, 41 City Hall Place, Plattsburgh, New York, at which time and place all interested persons will be given an opportunity to comment on the Draft Scoping Document. Written comments on the Draft Scoping Document will be accepted until Monday, August 26, 2019 at 4:00 p.m. Written comments may be submitted to the Plattsburgh Common Council, c/o Beth Carlin, Plattsburgh City Hall, 41 City Hall Place, Plattsburgh, New York 12901.
